Branch Failure on non-ASCII URL in sc

Message Hi,

 I found an unexpected behavior of the branch command in
latest subcommander(0.15.0). It was same in past(0.14.1).

 My situation is the following that. Here, AAA is some ASCII
string and ZZZ is some non-ASCII string(Japanese).

svn://Server/AAA/ZZZ/branches
svn://Server/AAA/ZZZ/tags

 My operation is the following that. Here, QQQ is bad string
by wrong encoding.

(1) click the trunk in a project view
(2) click the root directory in a repository view
(3) choice the branch command from the context menu
(4) copy dialog shows "svn://Server/AAA/QQQ/trunk" as source
(5) copy dialog shows similar bad string as destination
(6) input a branch name and click "Ok"
(7) Subversion says "No repository found"

 It is same behavior at the tag command.

 On the other hand, it is no problem at the merge command.
Maybe, no problem at the other commands(they show ZZZ).

 I should think that there is a different encoding treatment
between branch() and merge() in RepositoryFilesWidget.
